Glass, cement plants to upgrade pollution controls, pay penalties link

Cement and glass plants around the country — including one of each in Seattle — have agreed to upgrade pollution controls after the U.S. Justice Department accused them of illegally modifying their facilities and increasing emissions decades ago without first getting permits. The agreement was announced today.
